POYNETTE AREA PUBLIC LIBRARY BOARD MEETING
Tuesday, August 8, 2023, at 5:00 pm
Poynette Area Public Library

Call to Order and Roll Call - The meeting was called to order at 5:02 PM by Vice President Linda Ross. Attending the meeting were Board Members Darcy Miller, Linda Ross, Dr. Jerry Pritzl, Joni DeYoung, and Meghan Visger. Library Director Jodi Bailey was also present. Jason Koopmans was unable to attend.

Guests in Attendance – Former Trustee Dave Tessmer attended as a guest.

Public Comments – None

Adoption of Agenda - A motion to adopt the agenda was made by Miller, seconded by DeYoung; Motion carried. 
Approval of Minutes from July 18, 2023 - A motion to adopt the July meeting minutes as presented was made by Pritzl, seconded by Miller; Motion carried.

Treasurer’s Report Presented by Treasurer Linda Ross - The library checking account at Bank First has a balance of $5,283.24 as of July 31, 2023. The SCLS Foundation account has a balance of $1,809.91 as of June 30, 2023.

Current Budget Review - Director Bailey presented the budget.

Director’s Report - Director Bailey shared that the Summer Reading Program ended July 31st with a total of 342 registrants. There were 18 SRP prize basket winners, thanks in part to the Friends generous support of this important community literacy program. The library staff enjoyed hosting two amazing teachers and 32 students from the Poynette School District’s Individual Reading Program through August 4th. The repair and remodeling of the adult quiet reading room was completed in July. The staff attended several webinars, classes, and meetings throughout the month for planning purposes, continuing education, and safety training. Community involvement included utilizing the Bookmobile to deliver books in support of the Pioneer Place outreach program and promoting the library at the Farmers Market. Director Bailey shared that Leah Bauer accepted the position as the library’s new Adult Services Program Coordinator and will begin work on August 28th.

Village of Poynette Meeting Update – Joni DeYoung shared that the fire department received 12 calls to provide assistance after the storm on July 28th. The community pulled together to help with clean up. The Village Board met the two new Police Dept. recruits, Nate Duell and Savannah Barten. Pellitteri Waste Systems of Madison has been selected as the new waste pick up carrier beginning in January.


Friends of the Library Report - Director Bailey stated that the Friends are preparing for their Sept. annual meeting which includes hosting an author. The Friends received a $15,000 PACE grant in 2023 and is applying for a PACE grant again in 2024. The furniture the Friends purchased for the adult quiet reading room has been delivered and is being enjoyed by patrons.
Business:

1.    Approval of Vouchers for Library - Director Bailey noted there was a correction in the amount of the Rhyme voucher. Their voucher should be $209.68 which changed the total for the vouchers to $12,530.15. Pritzl made a motion to accept the corrected vouchers as presented, seconded by DeYoung; Motion carried.

2.    Discuss Bookmobile Committee Update - Director Bailey shared that the library will be taking inspiration from the community in designing a Bookmobile wrap. Bryce Kitson will use the community design submissions to create a mock-up that will be reviewed by Bookmobile Committee and the Library Board. He will be donating his design time and the company he works for will provide the wrap material at a significantly discounted cost.

3.    Discuss Library Impact Fees and July 24 presentation to Poynette Village Board - Ross and Visger attended the meeting. Koopmans created a video that was shared at the meeting. Library Impact Fees were tabled for discussion at the Village Committee of the Whole (COW) meeting held on Monday, August 28th at 5:00 PM.

4.    2022-2027 Strategic Plan mid-year check - Library staff continues to be intentionally focused on the Board’s Strategic Plan goals. Director Bailey will update the Strategic Plan with accomplishment and achievement notes and present a follow-up later this year.

5.    Select August date for 2024 Budget Committee meeting - The committee will meet on Tuesday, August 22nd at 5:30 PM to begin reviewing the Draft 2024 Budget.

6.    Discuss/consider new candidate for the vacant Library Board Trustee position – Director Bailey will post the vacant position on the library’s website, Facebook page and the usual local posting locations. One candidate has already submitted an application.

7.    Discuss Agenda items for the next meeting on September 12, 2023 - Business Agenda items 1, 2, 3, 6, draft 2024 budget presentation, review circulation policy, final approval of new Board trustee; as well as any items that may arise in the meantime.
