POYNETTE AREA PUBLIC LIBRARY BOARD MEETING

Tuesday, July 18, 2023, at 5:00 pm

Poynette Area Public Library

 

Call to Order and Roll Call - The meeting was called to order at 5:02 PM by President Jason Koopmans. Attending the meeting were Board Members Jason Koopmans, Darcy Miller, Linda Ross, Dave Tessmer, Dr. Jerry Pritzl, and Meghan Visger. Library Director Jodi Bailey was also present.

Public Comments – None

Adoption of Agenda - A motion to adopt the agenda was made by Ross, seconded by Pritzl; Motion carried.

Approval of Minutes from June 13, 2023, and Special Meeting held June 22, 2023 - A motion to adopt both the June 13 and June 22 meeting minutes as presented was made by Pritzl, seconded by Koopmans; Motion carried.

Treasurer’s Report Presented by Treasurer Linda Ross - The library checking account at Bank First has a balance of $5,253.19 as of June 30, 2023. The SCLS Foundation account has a balance of $1,809.91 as of June 30, 2023.

Current Budget Review - Director Bailey presented the budget.

Director’s Report - Director Bailey shared that 333 patrons have registered for the Summer Library Reading Program. Ms. Alexis Cords and Mrs. Amy Koch are the two teachers working with students for the Poynette School District’s Individual Reading Program hosted at the library. The South Central Library System (SCLS) moved to a new building, so the library was without public internet access from June 28-July 1. Staff was able to utilize our US Cellular hotspot to continue patron material checkouts. Library staff attended several webinars, classes, and meetings throughout the month for planning purposes, continuing education, and safety training. Community involvement includes: utilizing the Bookmobile to deliver books in support of the Pioneer Place outreach program, three in-home daycares and promote library events at the Poynette Farmers Market.

Village of Poynette Meeting Update - Director Bailey noted that Joni DeYoung will be sharing the Community Contest Comments at a future Village Board meeting.

Friends of the Library Report - Director Bailey stated that the painting is now complete in the adult quiet reading room, thanks to a generous donation by the Friends. The Friends also purchased new chairs, a table and lamp to complete the room remodel.

Business:

  1. Approval of Vouchers for Library - Koopmans made a motion to accept the vouchers as presented, seconded by Miller; Motion carried.
  2. Discuss Bookmobile Update - Director Bailey invited artist Bryce Kitson to the Bookmobile Committee meeting to discuss creating a wrap for the Bookmobile. Bryce suggested doing a community contest for different age groups. Then he’ll use their inspiration to design a wrap. He will donate his time and hopes to provide the committee with pricing by their August meeting.
  3. Discuss/consider Library Impact Fees and presentation to Poynette Village Board - Koopmans is unable to attend in person but plans to make a video and call into the Village Board Meeting. DeYoung, Ross, and Visger also plan to attend the July 24th meeting. They will share the Library Board’s vision and future need assessment in creating versatility for our programmable space.
  4. Select 2024 Budget Committee Members - Koopmans, Ross, and Miller volunteered to be on the committee. They will begin meeting in August.
  5. Discuss Agenda Items for the Next Meeting on August 8, 2023 - Business Agenda items 1, 2, 3, discuss consideration of a new trustee (D. Tessmer moved out of the Village, so there is now a vacancy on the Library Board); as well as any items that may arise in the meantime.

Closed Session (Discussion and/or Possible Action) - Miller made a motion at 5:40 PM for the Library Board to go into closed session, seconded by Pritzl; Motion carried.

Under Wis. Stats. 19.85(1)(c) - specifically: Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.

a. Part-time Library Staff Compensation

b. Hiring new part-time Adult Services staff member

Open Session (Discussion and/ or Possible Action) – At 5:55 PM, the Board reconvened into open session and Koopmans made a motion to increase the wages of the three part-time library staff for the remainder of the 2023 Budget year, seconded by Pritzl; Motion carried.

Adjournment - The meeting adjourned at 6:05 PM.
